To continue the public hearing on Resolution 6600 <br />Approving Transfer of Ownership of an On-Sale Intoxicating Liquor License for Jake's Sports <br />Cafe located at 2400 Highway 10. Transfer of Ownership is from Mounds View Jake's Inc., to <br />Thomas Stuart, to the September 26, 2005, City Council meeting. <br />Ayes-5 Nays-0 Motion carried. <br />C. Resolution 6614 Supporting Awarding of Bid for Purchase of Fire Engine <br />Pumpers <br />Fire Chief Zikmund introduced Deputy Chief Don Krueger. <br />Deputy Fire Chief Krueger stated his main purpose is to provide a brief recap of the information <br />and answer questions. He explained that as a component of the Fire Department Capital <br />Improvement Plan, funded by the sale of Capital Improvement Bonds scheduled for sale <br />December of 2005, two fire fully equipped fire engines were approved by the three partner City <br />councils. A budget of $450,000 per fully equipped truck was established. <br />• Deputy Fire Chief Krueger advised that Engine One at Station One and Engine Two at Station <br />Two are scheduled to be replaced with new equipment. Specifications were written, as directed, <br />and available in June. Bids were received on August 18, 2005. He stated that many times Staff <br />is assisted by a manufacturer in drafting specifications. However, this time they .created non- <br />manufacturer specific specifications, which was reflected in obtaining bids from three fire <br />apparatus manufacturers who submitted five separate proposals in response to the bid request. <br />Deputy Fire Chief Krueger stated the three bidders are Clarey's Safety Equipment, Custom Fire <br />Apparatus, and General Safety Fire Apparatus. Staff finds that the proposal from General Safety <br />Equipment is the lowest of the bids received and that it does meet the specifications for .the <br />proposed apparatus. Staff recommends that General Safety Equipment be awarded the contract <br />to build the two fire engines/pampers. He stated the Fire Department does not currently own any <br />General Safety Equipment trucks but other fire departments do and are satisfied with them. <br />Deputy Fire Chief Krueger described the equipment included in Appendix A, B, C, and D. Staff <br />recommends that Bullard T3 Max Thermal Imagers be purchased and installed on the new <br />engines. He noted that the Department currently uses Bullard imagers. With regard to Appendix <br />B, Staff finds Ancom's bid does meet the specifications and recommends Ancom supply the 800 <br />MHz Motorola radios. For the rescue equipment, Deputy Fire Chief Krueger recommended the <br />specified brands of Centaur and Vetter, which are the same as or compatible with the equipment <br />currently used by the Department, be purchased from .Alex Air Apparatus. For the .loose <br />. equipment contained in Appendix D, hoses, nozzles, and fittings, Staff recommends that the <br />equipment be purchased from Metro Fire price based on the quantities of each item listed in the <br />
