Mounds View City Council January 23, 2006 <br />Regular Meeting Page 9 <br />• B. 7:10 p.m. Public Hearing for the Second Reading on Ordinance 768, an <br />Ordinance Implementing a Franchise Fee on Center Point Energy Natural <br />Gas Operations within the City of Mounds View for the Year 2006 <br />• <br />Mayor Marty opened the public hearing at 8:17 p.m. <br />Finance Director Beer explained that this is an ordinance to receive a second reading at a public <br />hearing tonight. He stated that a notice of the Public Hearing and second reading was published <br />in the January 4, 2006 edition of the New Brighton-Mounds View Bulletin. <br />Finance Director Beer explained that this ordinance continues the agreement with Center Point <br />Energy under which Center Point Energy will collect a franchise fee in the amount of 4% of <br />Center Point's natural gas gross operating revenues for services within the City of Mounds View <br />during the year 2006. <br />Finance Director Beer stated that Center Point Energy has agreed to waive the time requirements <br />for notice to continue collecting the franchise fee. <br />Finance Director Beer explained that franchise fees collected under this agreement are minimal <br />due to Center Point Energy's small customer base within the City of Mounds View. He stated <br />that it is not a significant amount of revenue for the City. <br />Finance Director Beer stated that if approved by the City Council, the ordinance will then be <br />published in the New Brighton-Mounds View Bulletin and take effect 30 days after publication. <br />There being no public input, Mayor Marty closed the public hearing at 8:18 p.m. <br />MOTION/SECOND: Stigney/Gunn. To waive the reading and adopt Ordinance 768, an <br />Ordinance Implementing a Franchise Fee on Center Point Energy Natural Gas Operations within <br />the City of Mounds View for the Year 2006. <br />ROLL CALL VOTE: <br />Mayor Marty Aye <br />Councilmember Stigney Aye <br />Councilmember Gunn Aye <br />Councilmember Thomas Aye <br />Ayes - 4 Nays - 0 Motion carried. <br />C. Review Request from Tom Belting to Allow Proof of Parking at the <br />Community Center <br />• Community Development Director Ericson stated on October 10, 2005, the City Council <br />approved Resolution 6633, which approved a single story, 8,300 square foot office development <br />
