Mounds View City Council November 13, 2006 <br />Regular Meeting Page 11 <br />Mayor Marty said that the money has to go directly to some type of recycling or recycling <br />program or education so the City does not need to dedicate it specifically at this time. <br />Staff explained that the Grant lists the ways the City intends to use the funds. <br />City Administrator Ulrich recommended approval so that the City does not miss out on the Grant <br />and said that he will look into whether the uses can be amended. <br />Council Member Thomas indicated that she is fine with the recommendations of Staff to utilize <br />the SCORE Grant funds. <br />Council Member Gunn agreed. <br />Council Member Stigney said that he would like to use other funds first if they are available. <br />City Administrator Ulrich indicated that the budget will be set up as determined by grant funds <br />received. <br />MOTION/SECOND: Gunn/Marty. To Waive the Reading and Approve Resolution 6957, <br />Approving the 2007 SCORE Grant. <br />Council Member Stigney asked whether approval incorporates the ability for Staff to look into <br />options for using the funds in other ways. <br />Mayor Marty indicated the Resolution approves this but there is consensus that the City <br />Administrator will look into other uses for the funds and to look into utilizing other funds first. <br />Ayes - 5 Nays - 0 Motion carried. <br />F. Resolution 6958, a Resolution Approving a Wetland Buffer Permit for New <br />Home Construction at 7057 Pleasant View Drive <br />Council Member Flaherty indicated that the question was raised previously in the meeting <br />regarding development in the buffer zone and he wanted to point out that this is approval of <br />development in the wetland buffer. <br />Director Ericson said that because this has been an issue for Council consideration in the past this <br />property owner is talking about drainage issues and this buffer permit will resolve any issues that <br />may or may not have occurred in the past with drainage issues at this property. He then said that <br />the proposal is to elevate this home and have a drainage area between the two homes. He further <br />explained that public works has reviewed this and the grade of the back half of the lot is not <br />changing and this will not impact the wetland area. <br />MOTION/SECOND: Flaherty/Thomas.
