Mounds View City Council Apri114, 2008 <br />Regular Meeting Page 14 <br />• Finance Director Beer indicated that the City is benefitting from a low experience modifier as a <br />result of a low number of claims with its insurance premiums. <br />Council Member Flaherty said he does not want to lose sight of the road reconstruction and <br />ponding issues that need to be resolved from the 2003 and 2005 street projects. <br />Council Member Mueller reiterated that recipes for the 50~' Anniversary Cookbook be dropped <br />off at the Town Hall Meeting on April 19, 2008. <br />Council Member Mueller noted that there would be a meeting on Wednesday, April 16 at 7:00 <br />p.m. at the Anoka County Airport and the expansion plans are on the Agenda including <br />information on the hangers for corporate jets that will be coming in. <br />Council Member Mueller noted that Festival in the Park is scheduled for August 16 and 17 and <br />we are holding the car show on the 16~', Saturday from 9:00 a.m. to 3:00 p.m. The change <br />removes the trophy presentation issues during the parade and enables the fireworks company to <br />set up their display on time. <br />Mayor Marty noted that he and Mr. Ericson met with the Regional Mayor's and City <br />Administrators this afternoon and one thing that came up is that the Ramsey County Library is <br />having a meeting to discuss the Arden Hills library that is small and older. Ramsey County <br />• wants to create larger regional libraries based upon usage. The meeting is at Arden Hills City <br />Hall at 7:00 p.m. tomorrow night. <br />B. Reports of Staff <br />1. Xcel Pipeline Update <br />Clerk-Administrator Ericson noted that the route of the pipeline and the automatic shutoff are the <br />issues. Excel is opting to relocate the pipeline along a section of Eastwood Road rather than <br />going through the Greenwood Drive area, to cut across Arden and go back up Greenwood as <br />planned and tie that in with the street reconstruction in that area. <br />Clerk-Administrator Ericson indicated that Council may wish to consider Xcel's position of <br />compensating the City for the easement area for the shutoff, City Council countered that if the <br />automatic shutoff is being paid for by the City then the easement should be equivalent to the cost <br />for the automatic shutoff. Xcel is not planning on compensating the City for the easement for <br />any more than market value. Xcel indicated that they do not need to have the shutoff valve in <br />this location at all but it would be there to protect the City of Mounds View. <br />Clerk-Administrator Ericson indicated that he will discuss this with the City Attorney, but Xcel <br />does not have a permit at this time. Staff will provide additional information as it becomes <br />available. <br />• Mayor Marty asked Staff to contact the league of Minnesota Cities because this is turning into a <br />"dog and pony show" with Xcel Energy.
