To Waive the Reading and Introduce Ordinance 807, an <br />Ordinance Amending Title 600 of the Mounds View City Code by Adding a New Chapter 610 <br />Relating to Ultimate Fighting. <br />Council Member Flaherty said that there is no information on what this does, or what the state <br />laws or requirements are for this. <br />Mayor Marty said that if the state decides to regulate the conditions of this sport, then the City <br />can revisit the Ordinance for amendment. <br />Ayes - 5 Nays - 0 Motion carried. <br />M. First Reading of Ordinance 808, an Ordinance Amending Title 600 of the <br />Mounds View City Code by Adding a New Chapter 611 Relating to Special <br />Events. <br />Assistant Clerk Administrator Crane reviewed Ordinance 808, an Ordinance Amending Title 600 <br />to regulate special events within the City. She then noted that the Ordinance does not cover <br />National Night Out. <br />Clerk Administrator Ericson noted that feedback was received from the City Attorney's office, <br />• and there are some edits that can be made to the types of events that would not be subject to this <br />Ordinance. <br />Mayor Marry noted that permits are required for any special events, and he was wondering about <br />how no alcohol would affect a city sponsored event like Festival in the Park, if in the future, the <br />City would want to have a beer garden. In Subd. 2 Section C he would like to add certain ending <br />times for specific types of events that may include a live band or amplified sound. <br />Mayor Marty said he would like to state that clean up of site within 24 hours or something to that <br />effect, and if the City has to clean it up, all fees will be paid by the permit holder. He then said <br />that he would like to add language that is site specific regarding noise or amplified sound. <br />Clerk Administrator Ericson said that he would suggest when looking at Page 5 these are permit <br />conditions much like a conditional use permit. He then said that all conditions would be listed in <br />the Resolution, and that can be site specific, or event specific as there would be no way to do that <br />in the Code. <br />Council Member Mueller asked how far in advance a resident would need to plan ahead in order <br />to get the permit. Clerk Administrator Ericson indicated that they must apply 30 days in <br />advance. <br />Council Member Mueller asked whether the Police Chief has reviewed this matter and <br />• commented. <br />
