qltO.144 i
i:EMO TO: Mayor and City Counc'1
FROM+ Clerk-Administrato
DATE: September 22, 1982
SUBJECT: PARKING ON GREENFIELD AVENUE AND COUNTY ROAD I
As a result of comments made by Councilmember Forslund during
the September 13th Agenda Session and numerous complaints this
office and the Police Department have received regarding the
placement of no parking signs by Ramsey County along County Road I,
staff has reviewed the matter to determine the extent of the
problem and evaluate what possible solutions might be available
to the City.
In evaluating the situation, staff took two basic steps to
evaluate the situation. The first was to determine the avail-
ability of off street parking to the apartment buildings on
Greenfield Avenue between Bronson Drive and Cou,ity Road I, and
on County Road I from Greenfield Avenue to Adams Street. Attached
please find drawings prepared by the City's Community Development
staff indicating the number of apartment units in each of the
1 buildings and the amount of parking lot spaces available to those
units in off street parking areas. In reviewing these drawings
please note the following:
1. The Bronson Drive apartments involvina 46 apartment units
have available 64 unmarked spaces and 24 garages, totaling
88 parking spaces or 1.91 spaces per unit.
2. The Greenfield Avenue apartments involving 125 apartment
units have 133 marked spaces and 126 garages, or 2.07 spaces
per unit.
3. The eight unit apartment buildings on County Road I between
Greenfield Avenue and Jackson Drive consist of 40 apartment
units with 54 parking spaces to the units, or 1.35 spaces
per unit.
4. The Mounds View Estates apartments between Jackson Drive
and Adams Street on County Road I consist of 24 apartment
units with 28 parking spaces available to those units, or
1.17 parking spaces per unit.
On the evenings of September 14th and September 16th, 1982, a
survey was taken of the parking lots for these apartment buildings
by the Mounds View Police Department. Attached is a report from
