r <br />MEMO T0: MAYOR AND CITY COUNCI <br />FROM: Clerk-Administrato <br />DATE: September 27, 1982 <br />SUBJECT: PUBLIC HEALTH OFFICER <br />As you may know, the City's Civil Defense Emergency Plan provides <br />for a health Service providing for the public health interest of <br />the City during emergency conditions. The City's Public Health <br />Service Officer has been Dr. Herbert Strait. <br />In attempting to obtain Dr. Strait's signature for the revised <br />Emergency Plan this office was advised that he has recently died. <br />Therefore, it will be necessary for the City of Mounds View to <br />obtain the services of a new Public Health Officer. <br />In light of this information, staff contacted Mr. Ray Zink, <br />Director of the Ramsey County Department of Public Health,and <br />determined that Ramsey County would be willing to serve as Public <br />Health Officer as they do for other cities in Ramsey County under <br />their agreement with the Ramsey County Department of Emergency <br />Services. Should Council find this direction acceptable, staff <br />would request your authorization to commence drafting a joint <br />powers agreement with the Ramsey County Department of Public <br />Health for their services as Health Service Officer under our <br />Emergency Plan. <br />DPP/pf <br />
