Of the three projection methods appropriate for this <br />study, only one (Case Study) would have any validity for this analysis <br />of commercial and industrial development impact. <br />The Case Study method generally employs intensive site specific <br />investigations to determine exact categories of excess or deficient <br />public service capacity. These excesses or deficiencies are then <br />added to or subtracted from estimates of operating and capital <br />demands passed by growth for each municipal department. For example,) <br />the park department director, Bruce Anderson, has indicated that <br />the park maintenance program is currently understaffed. This <br />deficiency in current staffing must be recognized prior to charging <br />any new development with the cost of upgrading the staffing to <br />accomodate such development. <br />The basic data needed to conduct a Case Study analysis comes from <br />estimates made by local municipal employees. These estimates depend <br />on data collection systems that the City of Mounds View does not <br />now use. For example, the police department collects data by geo- <br />graphic sector not by land use type. Because the city's land use <br />patterns do not fall neatly into geographic areas, it is difficult <br />to make assumptions about various service costs depending on land <br />use type. <br />While there is no better method to use for detailed results, the <br />Case Study method is complex and costly. It requires extensive data <br />collection over a period of time with the assistance of sophisticated <br />equipment. The Hounds View staff has supplied us with excellent <br />data. However, since city records arc not kept by land use type, <br />projections based on that data can be guesses at best. <br />In order to obtain relatively accurate expenditures generated <br />by commercial and industrial development, I feel that some additional$ <br />information is needed from the city. The data required would have <br />to be collected over a period of time lengthy enough to be repre- <br />sentative. The type of information necessary might include: the <br />(4) <br />
