The Health Planning Board recommends that the Council support the <br />designation of Anoka State Hospital as a psychiatric manpower shortage area, ;. <br />b <br />COTTAGE GROVE - Woodrid a Coach Homes Environmental Assessment Worksheet <br />(EAW), File No. District <br />Woodridge Coach Homes is a residential development consisting of 245 dwelling <br />units on a 55-acre site in central Cottage Grove., The site is located in <br />Planning District 2 of the City in an area included in the City's 1980-1990 <br />stage of its urban service area. The EAW correctly indicates that the project;,:•': . <br />is consistent with the City's Comprehensive Plan previously reviewed by the <br />Council, The Plan calls for low -density residential land use with a density <br />';range of 2.5 to 5 dwelling units per gross acres. Project density is 4.4 units <br />per acre, and it is primarily comprised of condominiums (30 eight -unit build- <br />ings , five single-family detached units) .• This proposal to develop 240 condo-' <br />miniums and five single-family homes in Cottage.Grove would help the community <br />:provide for more than 25 percent of its 10-year fair -share of moderate -income <br />�.•', . <br />and modest -cost new housing opportunities projected as the minimum number of <br />i #.:`•`,: the range of need by the Metropolitan Council. The proposal represents a signi- . <br />':' •!;;', .r ficant step toward the achievement of this important Council goal and will also <br />increase the supply of diverse types of housing consistent with.the'Council's' <br />+•' Housing Review Guidelines,` The project is consistent with regional plans and.., <br />4: <br />policies. The proposed site location is conveniently accessible to <br />most necessary and desirable residential services.. Central sewer and water.'are <br />i,available and metropolitan interceptor and treatment capacity is adequate. `' <br />Highways, parks, and health and daycare facilities are available nearby. The ' <br />site is about a mile from a bus line and a mile and a half from neighborhood <br />chnnninq fatilifie. No negative impact on the environment or metropolitan services is <br />anticipated if the proposal is implemented. It should be <br />noted that no grading, surface drainage or soil suitability information was ' . <br />provided for this review. Consequently, although no problems are anticipated, <br />any related issues regarding this site could not be evaluated within the scope <br />of this review. The development is intended to provide diversity in the type <br />,..;•:and cost of housing available within the community through the construction of <br />
