39.01 <br />42}(30) "Wall sign" muans a sign attached to or erected against <br />the wall of a building or structure with the exposed face of the <br />sign in a plane approximately parallel to the face of said wall. <br />39.02 Building Permits Required. It is unlawful to install, <br />construct, erect, alter, revise, reconstruct or relocated any outdoor <br />sign or strucLurL, as defined in 39.01, in the Municipality without <br />first obtaining a permit therefore as required by this chapter except <br />as provided in 39.03 of this chapter. <br />Exc 39.03 eptions. Permits need not be obtained (but the other <br />provisions of this section shall be observed) for the following types <br />of signs: <br />(1) A sign not exceeding ten (10) square feet in area, pertaining <br />only to the sale, rental or lease of the premises upon which displayed. <br />(2) A sign on residential property stating only the name of the <br />occupant, which sign shall not exceed two (2) square feet in area. <br />(3) A sign on property on which a public, charitable or religious <br />institution is located, stating the name and nature of the occupancy <br />and information as to the conditions of use or occupancy, or a sign <br />on such property used by the institution as a bulletin board, which <br />sign shall not exceed ten (10) square feet in area. <br />(4) A wall sign advertising the business located in the building <br />' upon which displayed, where such sign is erected by the owner or <br />proprieter of the business located therein. <br />(5) An electioneering sign as provided for in Chapter 39.-2'0 9.14 <br />Subdivision 22 14, Electioneering Siqns. (254). <br />39.04 Licensing of Sign Installers. No person shall engage in <br />the business of ereeting installing signs, nor shall be entitled to <br />receive a permit to erect install a sign in connection with such <br />business unless he first is licensed by the Municipality to do so. <br />39.11 Application and Fee. A license may be granted by the <br />Council upon written application to the Clerk -Administrator in such <br />form as required by the Clerk -Administrator and accompanied by an <br />annual license fee as established by _esolution of the City Council. <br />39.06 Revocation and Renewal. A license may be terminated and <br />renewal thereof may be denied by the Council for cause after notice <br />to the licensee and reasonable opportunity for the licensee to be <br />heard on the question of such termination. Cause shall include any <br />repeated or persistent violation of the requirements of this chapter. <br />39.07 Insurance. Any person, firm or corporation holding a <br />license sha 1 ile with the Clerk policies of public liability and <br />property damage insurance which shall remain and be in force and <br />' effect during the entire term of said license and which shall contain <br />a provision that they shall not be cancelled without ten (10) days <br />written notice to the municipality.
