MINN. 55112 <br />fUb3055 <br />Richard Braun, Commissioner <br />Minnesota Department of Transportation <br />Transportation Building <br />St. Paul, Minnesota 55155 <br />Re: Construction of New Trunk Highway 10 <br />from County Road J to Tunk Highway 65 <br />Dear Commissioner Braun: <br />The City of Mounds View would like to solicit your assistance it <br />f resolving two major traffic concerns that exist within our City. <br />The two major areas of concern are: <br />1) The increasing traffic load being placed on existing <br />Trunk Highway ]0 as it passes diagonally through our <br />community; and <br />2) The traffic volume on County Road J which crosses on <br />the northern City limits of the community has increased <br />dramatically since the draft environmental impact study <br />prepared as part of the New 10 alignment evaluation. <br />These problems are creating some significant noise intrusion <br />problems especially along County Road J due to the significant <br />amount of truck traffic using this route to traverse between Trunk <br />Highway 65 and Interstate 35W. Bascd on our in-house estimates <br />and the noise values that were projected as a result of traffic <br />volumes during the draft Environmental Impact Study lead us to <br />conclude that the Pollution Control Agency noise criteria are <br />being exceeded in the County Road J area for residents in Mounds <br />View. your assistance in working towards a Zolution, which would <br />be the completion of Trunk Highway 10 from County Road J to <br />Highway 65, would be greatly appreciated. This would appear also <br />to provide significant relief for the traffic that is currently <br />traversing existing Highway 10 through Mounds View. According to <br />County traffic data, the volumes have exceeded in 1901, 30,000 to <br />33,000 vehicles per day. This creates significant problems at <br />intersections that are not signalized. This is becoming a safety <br />concern and, once again, we would appreciate any assistance you <br />can give us in resolving these problems. <br />
