MEMO T0: Mayor and City Council <br />FROM: Clerk -Administrator - <br />DATE: October 26, 1983 <br />SUBJECT: METROPOLITAN COUNCIL PROPOSED INTERIM ECONOMIC POLICIES <br />Attached to this memorandum please find a letter from Metropolitan <br />Council Chairman Gerald Isaacs regarding a proposal for interim <br />economic policies which will be considered by the full Council at <br />a public hearing on the evening of November 16, 1983. <br />As you may recall, the Council previously was considering economic <br />policies which drew significant negative comment from communities <br />in the metropolitan area. This proposal was dropped in favor of <br />the "new" interim economic policies which are attached to this <br />memo. <br />Staff has reviewed these proposed economic policies and finds the <br />only difference to be the supposed degree of involvement by the <br />Metropolitan Council in the implementation of the policies, however, <br />it would still appear to staff that the Metropolitan Council is using <br />such policies to move towards an operating agency mode by being the <br />agency responsible for handling certain items, such as, the issuance <br />of industrial revenue bonds on an as requested basis as provided for <br />by these interim economic policies. Staff would propose that Council <br />take the same position on these policies as that taken on the develop- <br />ment of a Metropolitan Housing Fund and that we agree with the general <br />planning goals of the policies but object to the apparent effort by <br />the Metropolitan Council to move towards an operating agency mode. <br />DFP/pf <br />Attachment <br />
