3 <br />MEMO TO: Mayor and City Council <br />FROM: Director. of Public Works/Community Development <br />DATE: November 17, 1983 <br />SUBJECT: ASPHALT HOT BOX AND OIL SPRAYER FOR STREET MAINTENANCE <br />The following memo addresses a question raised at the Council <br />meeting on November 14, 1983, concerning the status of the purchase <br />of a asphalt hot box and oil sprayer for street maintenance work. <br />The 1983 revenue sharing budget allocated $5,200.00 for an asphalt <br />hot box and $2,000.00 for an oil sprayer. The origindl budget <br />amount was based on acquiring a unit manufactured by the Minnesota <br />Correctional Industries at Stillwater. The device is a heated <br />bituminous mix trailer which is mounted on a trailer. Attached is <br />a copy of a picture illustrating the product. The current price <br />F.O.B. Stillwater, Minnesota is $6,500. Staff has not had an <br />opportunity to visually inspect or see the unit demonstrated. <br />Since early spring staff, when time was available, has attempted to <br />find comparible pieces of equipment so that we might get alternate <br />quotations prior to recommending a purchase to the City Council. To <br />date, we have been successful in contacting two other firms and have <br />had an opportunity to watch demonstrated a third unit manufactured <br />in Joplin, Missouri. Each of the units have their own merits and <br />none of the prices were readily comparible across the board. Because <br />of the uniqueness of the type of the device that we are talking <br />about for Mounds View application, it is difficult to write a <br />specification for bidding purposes. <br />The following firms were contacted,• and I have attached illustrations <br />of the equipment they have available: <br />1. Stepp Manufacturing Company, Inc. of North Branch, <br />Minnesota. The Stepp Company has three devices that <br />might be useful to our application. The first unit is <br />a master -mix tailgate mixer which only allows heating <br />up of material prior to depositing it on the roadway <br />in the patch area. The estimated cost is $5,800.00 and <br />this does not include a oil sprayer for tack coating <br />and crack filling purposes. The next unit is a trailer <br />mounted pre -mix heater which comes in three sizes ranging <br />in capacity from 1.3 cubic yards to 2.7 cubic yards and <br />prices ranging from $3,750.00 to $7,680.00. This unit <br />can have an oil tank for tack coating and crack filling <br />for an additional $500.00 installed, and a tool cleaning <br />compartment and device for an additional $325.00. The <br />last unit manufactured by Stepps is a recycler-mixer. <br />This is a trailer mounted device that will grind and <br />recondition the asphalt removed from a pavement repair <br />
