Mayor and City Council
November 17, 1.983
Page Two
area and acid additional oil to it if necessary so that it
can be replaced .into the 11010. Phis unit does include an
oil tank for tack coat.inq and crack filling. It currently
lists at $18,750.00. There is a unit that currently has
been used for demonstration purposes that might be
available at a discount of up to 10 percent.
2. Contractors Machinery & Supply, Inc. of Eagan, Minnesota
has sent up material on the Bomag AR 6 mobile asphalt
recycler. Attached are copies of the literature furnished
by the supplier. This unit is manufactured by the Koehring
Construction Equipment Company of Dayton, Ohio. Current
P.O.B. factory price for the AR 6 unit is $10,975.00.
3. The other unit that was demonstrated in Roseville was a
device called the Pothole Patcher which is manufactured
and distributed by RGS Industries, Inc. of Joplin, Missouri.
Attached are illustrations of this device. This unit is
intended to be a one-man asphalt patch repair unit and is
a mechanism to keep the asphalt warm and also to operate the
other miscellaneous tools used in patching asphalt streets.
The truck mounted unit without the truck currently lists at
$18,950.00 and a trailer mounted unit lists at $26,950.00.
9. Staff was made aware on November 14, 1983, that Model
Stone Company located in Minneapolis had an oil sprayer unit
for sale for $1,800.00. Upon contacting the construction
company, it was determined that the unit is only for heating,
spraying, and crack filling of oil and does not have any
capacity for keeping asphalt mix warm as the devices described
above would allow.
Prior to recommending to the Council acquisition of any one of the
above described devices, the maintenance department had hoped to have
demonstrations or physically inspect the units so that we'would be
assured the unit would meet our needs. Both the distributors of the
Bomag unit and the Stepp's Manufacturing unit for recycling material
have offered to come out and demonstrate their equipment. Staff
still anticipates yet this year to do that so that a recommendation
can be made to the City Council for purchase of the unit in 1983. As
can be seen by the prices listed above, the $7,200.00 in the revenue
sharing account may not be sufficient to cover the cost of a unit
that would allow recycling of bituminous pavements. Staff is of the
opinion, due to repair work completed in 1983, that a significant
amount of the existing bituminous material in our streets is of
sufficient quality to allow recycling if we had the equipment to do
that. Recycling of the existing bituminous would greatly reduce the
cost of new asphalt required for street repair work. The current
price per ton for asphalt material is running $22.50. If we were
is
