MEMO TO: Mayor and City Council <br />Department !leads <br />FROM: Clerk-Administrato 4 <br />DATE: September 16, 198 <br />SUBJECT: 1984 GOAL SETTING SESSION <br />The purpose of this memorandum is to summarize the results of the <br />1984 Goal Setting Session conducted on the evening of September 15th <br />The results of this Goal Setting Session were as follows: <br />Priority Goal Statement <br />Goal Implementation Plan <br />Clear Staff/Council Communications <br />Ongoing Infrastructure Maintenance Program <br />a) Water & Sewer <br />b) Storm Sewer <br />c) Streets <br />d) Buildings <br />Develop Long -Term Trend Analysis <br />Land Use Management <br />a) Protect Open Space <br />b) Protect Wetlands <br />c) Update Land Use Regulations <br />6 <br />Define Service Level Priorities <br />a) Manpower Needs Analysis <br />- Engineering <br />b) Consulting Costs <br />- Legal <br />7 <br />Financial Plan <br />a) Revenue Management Plan <br />b) Capital (Equipment) Development Program <br />c) Fixed Asset Study <br />d) Consulting Costs <br />- Legal <br />8 <br />Strategy to Implement Park Master Plan <br />9 <br />Park & Recreation Programs <br />10 <br />Intergovernmental Cooperation <br />11 <br />Monitor Airport Development Impact <br />After the budget is adopted it is my desire that the Council meet <br />with department heads to discuss these goals, particularly the first <br />two, in order that we might begin the process of implementing these <br />goals prior to or immediately after the first of the year. This <br />discussion would also be helpful in that staff will be preparing a <br />Proposed Long -Term Financial Plan for 1984 right after the budget is <br />adopted and these goal statements should be included in that Plan <br />with appropriate narrative comments. <br />
