1983 LONG-TER14 FINANCIAL PLAN <br />Page Two <br />1) City Council - The City Council is comprised of five <br />elected officials; Mayor and four Councilmembers, serving <br />non-consecutive terms who, as a body, are responsible for <br />the administration of the City. Basically, the objec- <br />tives of the City Council are identical to those of the <br />City's Departments, as the Council sets the policies <br />which determine each Department's objectives, It is <br />anticipated that the level of service provided by the <br />City Council, as it relates to being a division of the <br />Administration Department, will not be changed and any <br />increased impact on the budget may result from infla- <br />tionary factors, possible compensation increases for the <br />Reecurding 3e'-1'ULal y, or irlti fcco, dVFJ, rth 1 <br />expenses contained within the City Council budget. <br />2) Commissions - The City has a variety of active commis- <br />sions including Planning, Charter, Festivities, Civil <br />Service, and Parks and Recreation, which serve as <br />advisory bodies to the City Council and, when functioning <br />jointly with other political subdivisions, operate as an <br />administrative body responsible to the City Council. An <br />example of the latter is the North Suburban Cable <br />Communications Commission, a consortium of 10 suburban <br />municipalities established to coordinate the franchising <br />of Cable TV service in the 10 municipalities, of which <br />the City is a member. <br />It is not anticipated that the activities of the City's <br />Commissions will modify in such a way as to signifi- <br />cantly impact upon the budget. Any increases are <br />expected to result from increases in training costs, <br />Recording Secretary salary, and increased operating cost <br />for the Festival in the Park. <br />3) Elections - The election activities of the City are <br />united to the maintenance of the Voter Registration <br />Card files, provision and maintenance of voting and <br />ballot counting equipment, and supplies and adminis- <br />trative services, including election judges, necessary <br />for the legal and efficient conduct of elections. Except <br />for possible increases in capital expenditures for the <br />purchase of new equipment, it is not anticipated that <br />basic election services will change over the next five <br />years except when special elections are held, which <br />cannot be anticipated, or the State or Federal govern- <br />ments modify the rules and regulations for the conduct of <br />elections in such a way that increased expenditures are <br />required. <br />With the increasing complexity of elections resulting <br />from large voter turnouts and the increased numbers of <br />issues on the ballot, it is felt that the City's three <br />ballot counting machines are no longer adequate for our <br />purposes. These machines must be hand fed resulting in <br />
