&&rn 0 <br />Mayor and City Council <br />Clerk -Administrator <br />..__._L 1 InOA <br />IN LOBBYING ORGANIZATIONS <br />The City of Mounds View recently received inquiries from the <br />Minnesota Association of Small Cities, copy of correspondence <br />attached, and a representative of the Municipal Legislative <br />Commission regarding the possibility of the City of Mounds View <br />joining these organizations. Both of these groups have been <br />organized within the last few years with their main goal being <br />to lobby for legislation and/or funding levels for various aid <br />programs to the benefit of their membership. <br />The Minnesota Association of Small Cities initially organized <br />on a very small level in 1979 and only the last two years has <br />expanded significantly in response to the reduction in State Aids. <br />This organization, during the last few legislative sessions, has <br />proposed specific legislation which would benefit a large number <br />of cities within the State of Minnesota by changing the formula <br />to increase aids to smaller communities. As of this time this <br />organization has not been successful in their efforts. <br />The Municipal Legislative Commission which has been organizing <br />over the past year and recently elected its first set of officers <br />is a group of 14 suburban communities that experienced significant <br />reductions in State Aids and became concerned about other State-wide <br />and Metropolitan -wide issues which they felt needed to be addressed <br />by the State Legislature and was not being accomplished by the <br />organizations they presently have membership in. It is the intention <br />of this organization to specifically lobby for those issues which <br />the Commission as a whole approves policies statements on and they <br />have hired a professional lobbying firm to assist them in those <br />efforts. <br />I recently received a communication from a representative of the <br />Municipal Legislative Commission asking if the City of Mounds View <br />would be interested in joining the organization as they wish to <br />selectively expand their membership. At the present time they are <br />seeking membership from the City of Mounds View and two other <br />northern suburbs. <br />With both of these cases there are several issues the City Council <br />should consider before making a decision as to whether or not we <br />wish to belong to either or both of these organizations, those <br />being: <br />1. The City of Mounds View presently has membership in the League <br />of Minnesota Cities, Association of Metropolitan Municipalities, <br />Ramsey County League of Local Governments, and the Suburban Rate <br />
