-2- <br />Authority. Although all four of these organizations do in <br />one way or another serve the same purpose for which these <br />two groups were organized, they are either unable to <br />adequately represent the interests of specific groups due <br />to their diverse membership or they are dealing with so <br />many issues that they are unable to address all of them <br />in an equally adequate manner. <br />2. The City of Mounds View presently expends approximately <br />$7,700 for membership in the four organizations we presently <br />belong to. Although staff has no specific information <br />regarding the membership dues for the Minnesota Association <br />am�ii r;+;om, nrPvious information with respect to this <br />organization indicated that membership dues were extremely <br />reasonable to the point of being less than a few hundred <br />dollars. The Minnesota Legislative Commission, however, would <br />result in a total cost to the City of Mounds View of approxi- <br />mately $3,200. In both cases neither of these expenditures <br />are budgeted items for 1984. <br />3. The question arises as to how many organizations does the <br />City of Mounds View belong to without having divided allegiances <br />and effectively expending taxpayer money on lobbying efforts to <br />guarantee our "fair share" of the 5tate's pot. <br />If Council were to request a staff recommendation with respect to <br />this item I would find myself hard pressed to make one as i personally <br />feel all of the organizations we presently belong to are worthwhile <br />organizations, however, I also feel that the Municipal Legislative <br />Commission could also accomplish things which could be to our great <br />benefit. Before any decision is made by the City Council on this <br />matter I would counsel you to consider not just the cost of member- <br />ship in these organizations but also the purposes which they serve <br />and the benefits the City of Mounds View might obtain from being a <br />member of one or all of these organizations.
