I am writing to you as Mayor of one of the cities <br />which loses under the current unfair formula to ask your help in <br />changing this formula, which has been in effect since 1979. <br />The M.A.O.S.C, has been conducting a vigorous membership drive in <br />recent months. We have met with as many cities as possible and <br />responses have exceeded expectations. <br />I want to thank those ui you who have joined our ranks ano are <br />supporting our lobbying efforts, which will help finance the attempts <br />to enact a more fair and equitable Aid Formula. If the Small Cities <br />and their Associates do not get the job done, who will? If you are <br />not a member of M.A.O.S.C. please consider the benefits of an equitable <br />formula for the State of Minnesota as a whole and contribute what you <br />feel would be your fair share in helping the M.A.O.S.C. accomplish this. <br />We have been working together with The Minnesota Association of Town- <br />ships and Counties to gain their support for a new Local Aids Formula <br />and to help them get back what they will lose in State Aids in 1984 <br />and 1985• Rural Minnesota must work together to generate the strength <br />to maintain their fair share from the Legislature. <br />We do not expect support from the three major cities, Minneapolis, <br />St. Paul and Duluth. We must realize that when our M.A.O.S C. <br />proposal is considered by the Legislature we will face formidable <br />opposition. That is why we need your help. We not only need the <br />funds but also, your active support on a political level. <br />If the Association of Small Cities is to be successful in its' efforts <br />to change the formula, and thus obtain equalized distribution of tax <br />money for cities, we need your help in winning the support of your <br />local House and Senate member. <br />We urge you and each member of your City Council and staff to contact <br />your local Legislators and demand that they support the Aid Formula <br />proposed by the M.A.O.S.C. <br />We also need the attendance of all of you at the Annual L.M.C. Confer- <br />ence at the Radisson St. Paul Hotel on the 13th and loth of March, 1984 <br />to join your colleagues to speak up and voice your strong objection to <br />the dominance of Minneapolis, St. Paul and Duluth on the issue of State <br />Aids.
