I tt' CI <br />RESOLUTION NO. 1727 <br />CITY OF MOUNDS VIEW <br />COUNTY OF RMISEY <br />STATE OF MINNESOTA <br />RESOLUTION APPROVING POLICY STNITMENT ON THE <br />ISSUE OF COMPARABLE WOR'I'II <br />WHEREAS, the issue of comparable worth or comparable work value which <br />has been commonly defined as the value of work which is substantially equal <br />in the areas of skill, work effort, and responsibility has become a prominent <br />national issue in the arw of personnel administration; and <br />WHEREAS, the Minnesota Legislature will be considering during its 1984 <br />Session legislation which will mandate the establishment of equitable compensa- <br />tion programs by all political subdivisions in the State; and <br />WHEREAS, it is the desire of the City of Mounds View to provide equit- <br />able compensation on the basis of comparable worth as evidenced by the wage <br />adjustments made during 1984. <br />NOW, TIIEREFORE, BE IT RESOLVED that the City Council of the City of <br />Mounds View adopts the following Policy Statement on the Issue of Comparable <br />Worth. <br />POLICY SlATEINI NT ON COMPARABLE WORTH <br />The City of Mounds View supports efforts by the State Legislature to <br />address the issue of comparable worth at the local level of government and <br />believes that cities and other local units are in the best position to address <br />possible internal compensation inequities without exceeding local budget <br />constraints. We further believe that comparable worth is more than a gender <br />issue, being inextricably linked to the proposition that positions should be <br />classified on the basis of job content and that wage rates for similarly <br />classified positions should bear a rational relationship to the changing <br />requirements of the marketplace. <br />Wage rates for various classifications should be based on job content <br />as well as an external relationship with the marketplace. That content <br />analysis must take into account internal equity comparisons, but also must <br />allow for some comparison with the external job market. Further, it is the <br />position of the City that such a comparable worth program cannot be success- <br />ful as long as our communities arc forced by law to set wage levels through <br />negotiatiouor binding arbitration with labor organizations operating within <br />the allowances of State labor relations laws. <br />The City of Mounds View recommends that legislative action be taken <br />in 1984 to promote wage equity through a determination of comparable worth <br />and that the following principles should guide this legislation. <br />
