Ande n ctor <br />Parks, Recrg 1 Forestry <br />DATE: March 29, 1984 <br />RE: Silver View Park Maintenance Agreement <br />As you are aware, staff initiated a program in 1983 whereby we <br />contracted the maintenance for Silver View Park to a private <br />firm. The bid was awarded to M & A Property Services for a low <br />bid price of $7,245.00 per year. M & A Property Services did an <br />excellent job in maintaining Silver View Park and we were pleased <br />with the freedom that it allowed our existing park maintenance <br />staff. <br />With the recent changes in the public works department, staff <br />would like to discuss the feasibility of attempting to maintain <br />Silver View Park "in house" for the 1984 summer season. My <br />rationale for proposing such a recommendation is based on three <br />items: <br />1. With the transfer of park maintenance directly under my <br />supervision, I feel that we will be able to be more effi- <br />cient, accountable and responsive to park maintenance tasks. <br />In the past, park maintenance personnel were often assigned <br />to other projects and were not able to dedicate all their ef- <br />forts and energies towards the maintenance of our City's park <br />system. <br />2. We have two additional full-time men through the state MEED <br />grant program who are both capable of providing a high qual- <br />ity of maintenance. Both of these individuals are on a six <br />month grant program and will be with us through the majority <br />of the summer season. In addition to the two MEED people, we <br />are fortunate to have Don Matanowski and Nick Barbato return <br />to the City's park division in 1984 with three prior years of <br />experience in our system. The expertise that Don and Nick <br />will bring to our department in their fourth year will great- <br />ly enhance our efficiency as well as our ability to get the <br />job done. Additional manpower will be received through the <br />JPTA program and we have been tentatively approved for eight <br />additional young men to work through that program. <br />3. With the purchase of the new John Deere tractor, we have an <br />additional 72" mower which combined with the two Grounds - <br />master 72s affords us the opportunity to cut at 18' swath at <br />one time. <br />
