ADMINISTRATIVE NEWSLETTER <br />MAY 29, 1984 <br />PAGE TWO is <br />c) Criteria for Admitting New Members: A sub -committee of <br />the Operating Committee was appointed to establish <br />criteria for admitting new members to the Municipal <br />Legislative Commission due to the fact that the <br />Commission is receiving requests for membership from <br />a large number of the cities and it is their desire <br />at this time to limit membership until such time as <br />criteria acceptable to the entire membership is <br />established. It was announced at this meeting that <br />the City of Blaine who was also invited to seek <br />membership with the Commission like the City of Mounds <br />View has applied for membership and will be accepted <br />immediately. <br />d) League of Cities Local Government Aid Proposed Policy: <br />Attached is a copy of a proposed policy from the League <br />of Minnesota Cities on Local Government Aid. This policy <br />has met with significant opposition among the membership <br />of the Commission that are aware of this policy. Staff <br />has reviewed the proposed policy and also agrees with the <br />opposition particularly in the -area of the definition <br />of basic municipal services listed in the first paragraph <br />on page 2 of the policy. A sub -committee of the Operating <br />Committee has been appointed to review this policy and <br />establish a position for the Commission to take at the <br />League of Minnesota Cities Convention in June in Duluth <br />as it will be impossible for the Board of Directors to <br />meet and adopt a position statement prior to that time. <br />I will be reviewing this matter with you at your June 4 <br />Agenda Session in greater detail in order that I might <br />have input into the Commission's Position Statement. <br />ENERGY COUNCIL <br />On the morning of Saturday, May 19th I served as the facilitator <br />for a goal setting session of the Mounds View Energy Council. The <br />session was extremely productive and I feel has provided the Council <br />with a set of goals and programs for them to aim towards over the <br />next year. With the assistance of Rita Docken, our part time Energy <br />Coordinator,the Energy Council should be able to establish an energy <br />conservation program in the City which will be able to provide <br />significant levels of assistance to our residents. <br />We have been advised by the State of Minnesota that the City will <br />be eligible for a Grant up to $15,000 with a ten percent match from <br />the City for continuing funding of our energy conservation program. <br />I have requested Ms. Docken to obtain the necessary information <br />regarding this Grant Program and meet with me to discuss the filing <br />of an application for these monies in conjunction with the City of <br />Blaine. This proposal will be submitted to you for your review and <br />approval as it will be necessary for you to include our ten percent <br />
