McCarty <br />Mayor, City of Mounds View I ✓X1rflfJv <br />2401 Highway 10 <br />Mounds View, Minnesota 55112 <br />Dear Mayor McCarty: <br />SUBJECT: S.P. 6204 (TH 10) <br />In Mounds View <br />Telephone 779-1178 <br />Thank you for your March 14, 1984 letter transmitting the City Council <br />Resolution requesting that Mn/DOT consider approval of a full median <br />crossover between County Road H and County Road H-2. We have evaluated <br />the three access alternatives and the resulting traffic patterns proposed <br />by the Pinecrest Properties. We recognize that development will occur <br />regardless of what type of access is provided, and that the local street <br />system, as well as the trunk highway, will be affected. <br />The first alternative, a full median crossover, will generate a large <br />number of southbound t, eastbound left turns at the new crossover. <br />Traffic is expected to ncrease on County Road H on both sides of T.H. 10. <br />The increase in traffic on County Road H-2 will be less severe than on <br />County Road H. <br />The second alternative, a partial crossover, will require those vehicles <br />desiring to cross T.H. 10 at the new street, to go to County Road H or <br />County Road H-2 and make a left turn. Traffic on County Road H-2 will increase <br />much more than under Alternative 1. <br />The third alternative, no median opening, will increase traffic significantly <br />on both County Road H and County Road H-2. <br />Our analysis showed that the Level of Service at County Road H and County <br />Road H-2 will be F (worst rating) under all three alternatives. While inone <br />of the alternatives provides any significant improvement in intersection <br />capacity, Alternative 1 has the least impact on the transportation system <br />as a whole. <br />An h'qunWhy tmplgrrr <br />
