McCarty <br />May 8, 1984 <br />Page Two <br />Based upon our review of the access alternatives and the City's desire to <br />encourage development in this area, we would agree to allowing a N11 median <br />crossover for the new Wooddale intersection under these conditions: <br />(1) All roadwork costs will be paid by the City/developer (e.g. turn lanes, <br />median crossover, Wooddale approaches to T.H. 10). <br />(2) If it is determined that sufficient traffic volumes will exist in the <br />short term after the intersection is opened such that a traffic signal <br />is necessary, all signal costs will be paid by the City/developer. <br />(3) The City commit itself to completing a system of local streets which <br />can provide all access needed to the parcels being developed. The <br />City agrees to not permit any additional access to T.H. 10 between <br />County Road H and County Road H-2. <br />(4) The Wooddale intersection is to be placed half -way between County Road H <br />and County Road H-2 to provide for better traffic flow should a signal <br />be needed. <br />Mn/DOT would issue a permit to allow the road construction on our right of <br />way. We would appreciate the opportunity to review any local street system <br />concept plans and/or detailed construction plans whenever they become <br />available. We would also like to discuss the timetable for development with <br />the City so we can better be able to judge when a traffic signal may be <br />needed. <br />We hope our analysis and conditions for providing full access for a new <br />Wooddale intersection are consistent with the City's desires for encouraging <br />development and providing for traffic safety.
