Report of <br />commented that he had a report to give. lie stated Energy C, <br />that the Commission met on flay 19, 1984. They set <br />a number of goals and established programs and <br />activities. He stated that items will be brought <br />to the Council at a later date for specific action <br />and that he would be reporting regularly. <br />Mayor McCarty closed the regular meeting and opened <br />20. Public Hearing: <br />the next public hearing at 8:47 p.m. <br />Rezoning of <br />Robert Balch, representing the developer, briefly <br />Lots and <br />Blockl1 and3, <br />explained the environmental changes relating to the <br />Lots 1 and 2, <br />request and turned it over to the engineer repre- <br />Block 2 Pineore <br />senting the owners. <br />Addition from <br />The engineer from Short -Elliott -Hendrickson <br />R-3 to i-1 <br />reviewed existing and proposed zoning. He explained <br />that the proposed development would generate less <br />traffic over commercial and light industrial mixes <br />and anticipated a lesser strain on the water and <br />sewer system. He indicated that they are proposing <br />a 2-phase development: (1) dedication of right-of- <br />way for connecting street, and; (2) construction of <br />Raymond, median cut, and any other utilities that <br />may have to be built along the way. He then reviewed <br />the berming plans that were presented as a third phase. <br />Mayor McCarty asked what effect the berming would <br />have for adjacent property owners. <br />The engineer explained that they would view basically <br />evergreens offset with shrubs. He added that the <br />berminq was planned so that a person 61 tall standing <br />on a first floor would not be able to see the roof <br />of a 16' warehouse. He pointed out that other <br />factors that might lessen the impact is the sound- <br />proofing as a result of the slope, the setback <br />requirement for each building, the location of the <br />truck doors on the south side of the buildings, the <br />types of buildings (office warehouse, wholesalers, <br />etc.) and the fact that the City has its own code <br />for landscaping around buildings. <br />Mayor McCarty asked whether there would be access <br />to Raymond at the culdesac. The engineer replied <br />that there would be no access except for emergency <br />vehicles and that the berming was planned in accord- <br />ance. He added that access from Highway 10 would <br />remain and would be somewhat restricted. <br />Mayor McCarty then asked what the setback would be <br />from surrounding homes. The engineer replied that Is <br />it would be in excess of 1001. <br />
