5 <br />MEMO TO: MAYOR AND CITY COUNCIL <br />FROM: CLERK-ADMINISTRATO A6 <br />DATE: AUGUST 24, 1984 <br />SUBJECT: IUOE LOCAL NO. 49 1985 LOCAL ISSUE DEMANDS <br />As I reported to you in a recent Administrative Newsletter <br />the City received a list of local issue demands from IUOE <br />Local No. 49 representing the City's Public Works Employees <br />for negotiation as part of the reopener clause in the City's <br />two year Master Labor Agreement with Local 49. I have <br />reviewed these demands with Cy Smythe and based on our <br />evaluation would make the following recommendations with <br />respect to each of them. <br />1.) Demand - Uniforms to be upgraded to 11 (11 changes <br />every two weeks). <br />Recommendation - Although the Master Labor Agreement <br />provides that the City provide uniforms to members of <br />the bargaining unit it does not stipulate the number of <br />uniforms. Therefore, the uniform issue is a Master <br />Labor Agreement item and not eligible for negotiation as <br />part of Local issue items. <br />Staff would, however, comment that for a variety of <br />reasons the Public Works employees of the City <br />frequently do not have enough uniforms available to them <br />to avoid having to wear street clothes between changes <br />made by the rental company. Therefore, we would <br />recommend that the number of uniforms we currently <br />provide employees be upgraded to eleven without any <br />change to the contract. This would cost the City an <br />additional $915.20 per year based on current rental <br />rates. <br />2.) Demand - ADD: One floating holiday to the present <br />schedule. <br />F:acommendation - The number of holidays provided by the <br />City of Mounds View are currently contained within the <br />Master Labor Agreement and, therefore, this item is not <br />a bargainable issue under Local issues. It should <br />further be pointed out that the Martin Luther King <br />holiday adopted by the State Legislature during 1984 <br />becomes a legal holiday in 1986 and all governmental <br />units are required to discontinue operations on that <br />day. It would be my recommendation that we approach all <br />City employee bargaining units and the non -union <br />employees as a group and advise them of this now <br />requirement and indicate to them that their choices are <br />either receiving no pay for that date due to our <br />requirement to cease operations or reduce the current <br />list of holidays by one day in order to add the Martin <br />Luther King holiday to the list of presently allowed for <br />holidays. <br />
