MAYOR AND CITY COUNCIL
AUGUST 24, 1984
PAGE. TWO
3.) Demand - Employees to be paid double (2) time plus the
holiday for Christmas, New Year's Day and
Thanksgiving.
Recommendation - The payment of overtime wages to
employees called out during non -operating hours is part
of the Master Labor Agreement and, therefore, this is
not a bargainable issue.
4.) Demand - Any employee required to do welding shall be
paid the HEO (Heavy Equipment Operator) rate of
pay.
Recommendation - As you may recall, the 1984-85 Master
Labor Agreement removed the classification of Heavy
Equipment Operator and added the Maintenance III
classification. This specifies what equipment will make
an employee eligible for Maintenance III wages rather
than the normal Maintenance II wage. Based on a review
of those pieces of equipment where Maintenance II wages
are paid, it would be my recommendation that we reject
this demand as our current welding equipment is not
dissimilar from those pieces of equipment for which we
are presently paying Maintenance II wages and we do not:
consider it to be a piece of heavy equipment.
5.) Demand - The Mechanic classification to be at the HEO
(Maintenance III) rate of pay.
Recommendation - The City of Mounds View does not
formally classify any of our employees as part of the
Master Labor Agreement or Local Addendums alchough we do
assign them to specific duties and refer to them within
those positions. At the current time the City's
mechanic is receiving Maintenance III wages when he is
operating those pieces of equipment for which that wage
is eligible. It would be my recommendation that we
indicate that it is our desire to continue to pay wages
to the mechanic according to our current practices per
the Master Labor Agreement.
6.) Demand - Each employee to receive two days of personal
leave per year.
Recommendation •• This demand should be blatantly
rejected simply on the basis that it is not the desire
of the City of Mounds View to increase employee's
benefits packages beyond those currently provided.
7.) Demand - Any employee who has a license in either water
or sewer be paid as follows: Class D License
$20.00 per month, Class C License $30.00 per
month, Class B License $40.00 per month.
It
