MAYOR AND CITY COUNCIL <br />AUGUST 24, 1984 <br />PAGE. TWO <br />3.) Demand - Employees to be paid double (2) time plus the <br />holiday for Christmas, New Year's Day and <br />Thanksgiving. <br />Recommendation - The payment of overtime wages to <br />employees called out during non -operating hours is part <br />of the Master Labor Agreement and, therefore, this is <br />not a bargainable issue. <br />4.) Demand - Any employee required to do welding shall be <br />paid the HEO (Heavy Equipment Operator) rate of <br />pay. <br />Recommendation - As you may recall, the 1984-85 Master <br />Labor Agreement removed the classification of Heavy <br />Equipment Operator and added the Maintenance III <br />classification. This specifies what equipment will make <br />an employee eligible for Maintenance III wages rather <br />than the normal Maintenance II wage. Based on a review <br />of those pieces of equipment where Maintenance II wages <br />are paid, it would be my recommendation that we reject <br />this demand as our current welding equipment is not <br />dissimilar from those pieces of equipment for which we <br />are presently paying Maintenance II wages and we do not: <br />consider it to be a piece of heavy equipment. <br />5.) Demand - The Mechanic classification to be at the HEO <br />(Maintenance III) rate of pay. <br />Recommendation - The City of Mounds View does not <br />formally classify any of our employees as part of the <br />Master Labor Agreement or Local Addendums alchough we do <br />assign them to specific duties and refer to them within <br />those positions. At the current time the City's <br />mechanic is receiving Maintenance III wages when he is <br />operating those pieces of equipment for which that wage <br />is eligible. It would be my recommendation that we <br />indicate that it is our desire to continue to pay wages <br />to the mechanic according to our current practices per <br />the Master Labor Agreement. <br />6.) Demand - Each employee to receive two days of personal <br />leave per year. <br />Recommendation •• This demand should be blatantly <br />rejected simply on the basis that it is not the desire <br />of the City of Mounds View to increase employee's <br />benefits packages beyond those currently provided. <br />7.) Demand - Any employee who has a license in either water <br />or sewer be paid as follows: Class D License <br />$20.00 per month, Class C License $30.00 per <br />month, Class B License $40.00 per month. <br />It <br />
