Mr. Jensen showed the Commissioners <br />where the drainage would be, and where they will have <br />on -site detention. <br />Director Thatcher advised a skimmer would take care <br />of any run-off pollution from the service station, <br />but he recommended the Commissioners look at how this <br />neighborhood commercial center would relate to other <br />neighborhood commercial centers. <br />Mr. Shardlow replied this type of facility does serve <br />a neighborhood convenience function, and the market <br />relates more directly to the zoning, with highway <br />business. <br />Director Thatcher asked what type of tanks would <br />have the least amount of seepage. Mr. Jensen <br />replied that the State of Minnesota provides very <br />strungent codes for this type of tank, as to what <br />is allowed and how it is installed, with standards <br />and criteria to be met. <br />Chairman Mountin reviewed the options available to <br />the Commissioners, 1) request the applicant send the <br />plan through the City's consultant, Dave Licht, for <br />review of the site plan and to address the Comp Plan <br />policy issue; 2) table the proposal to the next <br />workshop meeting; 3) direct Staff to draft a resolu- <br />tion of approval that would include specific <br />standards and recommend an amendment to the Comp Plan; <br />4) direct Staff to draft a resolution of denial, and <br />give the reasons; 5) request Staff consult the City <br />Attorney, Rice Creek Watershed District, or any others <br />for additional information, or 6) forward to the Coun- <br />cil with no recommendation. <br />Mr. Jensen stated they are still hoping to get some <br />construction work done on this yet this year, and <br />would like a favorable endorsement from the Planning <br />Commission this evening, and have it forwarded on to <br />the Council. <br />Commissioner Miller stated she did not see any <br />indication that this is what the long range plan for <br />the City calls for. <br />Commissioner Anderson stated he feels this would be <br />an appropriate use for the parcel of land, and it <br />should be B-3, and the Comp Plan should be readdressed. <br />Commissioner Sargent stated he concurred with <br />Commissioner Anderson. <br />Commissioner Miller stated she still felt the issue <br />
