Availability f Services and Programs To Handicapped <br />Persons (continued) ---- <br />In all three of the above instances the limitations on <br />delivering those services to handicapped persons apply to <br />the sight and hearing impaired. In the case of the <br />hearing impaired, part of this limitation is being <br />resolved by the City's purchase of a telecommunications <br />device for the dear (TDD) in the Fall of 1984. This <br />device will allow for telephone conmiunications with the <br />deaf, however, this does not resolve the difficulty of <br />face to face situations. In that case City Staff must <br />rely upon informational brochures that we have available <br />and the ability of City Staff to find a common ground for <br />handling the situation. <br />In the case of the visually handicapped, except for blind <br />or significantly sight impaired individuals, the City can <br />communicate most written information by enlarging it on <br />our photocopying equipment to a level where it is <br />readable for the affected individual. For those <br />individuals who are severely sight impaired or blind, we <br />will need to depend upon our ability to verbally <br />communicate with the individual and provide whatever <br />assistance is necessary under the circumstances. <br />t C. Recreation Programming Offered By The City's Department <br />Of Parks, Recreation and Forestry <br />At the present time all of the City's recreation programs <br />are available to handicapped persons. The City presently <br />"mainstreams" individuals at the Groveland and <br />Lambert Park Shelter Buildings during our summer <br />recreation programs. The City also offers adaptive <br />aquatic programs on Thursday evenings at the Edgewood <br />Community Center Pool. The City's Park and Recreation <br />Department has in the past and will continue in the <br />future to make efforts to work with local residents to <br />mainstream their children into our recreation programs <br />through the assistance of volunteers and/or special <br />assistants. These special assistants could include, but <br />are not limited to, qualified sign language interpretors <br />or persons qualified to provide braille or taped <br />material. <br />D. Policies and Practices Concerning Emolovment <br />The Clerk -Administrator, whose duties include personnel <br />management functions, has reviewed the City's employment <br />practices and is of the opinion that the City's practices <br />are presently consistent with Federal and State Law as it <br />relates to non-discrimination on the basis of an <br />individual's handicaps. Chapter 6.06 of the Mounds View <br />Municipal Coda states, 116.06 Appointment Procedure - all <br />appointments in the Municipal Service shall he made <br />according to merit and fitness.
