.sZ6� 2 <br />MEMO TO: Clerk -Administrator and City Council <br />FROM: Director of Public Works/Community Development <br />DAT(i: October 11, 1984 <br />SUBJECT: ENGINEERING TECHNICIAN/ASSISTANT BIIILDING <br />INSPECTOR POSITION <br />The full-tiri Planning Technician position for the City of Mounds <br />View has been vacant since the end of March, 1994, with the <br />leaving of Frank Kampel for other employment. Due to the City's <br />M.S.A. project, a part-time technician was hired by the name of <br />Brian Hoffman for the purposes of conducting the necessary <br />drafting and inspection work for the M.S.A. project. The M.S.A. <br />project is nearly completed and due to the heavy work load <br />presently in my department and additional needs that will be <br />necessary with the adjustment of the Foreman position, it is now <br />apparent that we will definitely need a full-time Engineering <br />Technician. Also due to the realignment of the Foreman position, <br />building inspection duties will also be necessary and will be <br />done by the Planning Technician,. <br />Therefore, I recommend that we hire Brian Hoffman as a full-time <br />employee to fill the position of Engineering Technician/ <br />-- Assistant Building Inspector. Upon giving you this <br />recommendation I would just like to make note to you that Brian <br />Hoffman, in the M.S.A. project, performed a wide variety of <br />duties which included drafting plans, assisting in the <br />preparation of specifications, supervising and inspecting the <br />contractors involved in the project, assisting in managing and <br />completing the final checklist and completion of the project in <br />its entirety. These duties brought Brian into contact with not <br />only the contractors but also the public involved with the <br />project. His involvement with both parties proved to be very <br />successful and well handled in reducing conflicts and potential <br />problems that could arise with such a project. Therefore, I feel <br />confident that Brian can perform, on a full-time basis for the <br />City of Mounds, the duties that we are outlining for him to do. <br />I have reviewed the engineering budget and projected that by <br />year's end we will be approximately $3,400 over budget. This <br />$3,400 deficit is due to primarily to three reasons which are as <br />follows: <br />1. The payment of over -time and vacation to Frank Kampel upon <br />his leaving. <br />2. The extraction of $1,500 from the budget for the Energy <br />Coordinator position. <br />3. My employment with the City and our contractual agreement <br />superseded what. had initially had been budgeted for 1983. <br />
