1984 LONG-TERM FINANCIAL PLAN <br />r\ Page Three <br />As we proposed in the 1983 Long -Term Financial Plan, <br />plans are still underway to either retrofit our current <br />ballot counting machine or purchase new equipment to <br />improve the accuracy and efficiency of our ballot count- <br />ing process. <br />Except for increases in capital expenditures for the <br />purchase or rehabilitation of ballot counting equipment, <br />it is not anticipated that basic election services will <br />change over the next five years except when special elec- <br />tions are held, which cannot be anticipated, or the State <br />or Federal Governments modify the rules and regulations <br />for the conduct of elections in such a way that increased <br />expenditures are required. <br />4) City Hall - The City Hall Division of the Administrative <br />Department provides for the maintenance and operation of <br />the City Hall Building and office equipment, personnel <br />services, costs of the part-time receptionist, office <br />supplies, postage and liability and automobile insurance <br />premiums. Due to the age and condition of the carpeting <br />in the lower level of City Hall and on both stairways, <br />replacement is proposed for 1985 along with funds to re- <br />paint the lower level, stairways restroom facilities and <br />foyer area which have experienced substantial use and are <br />in need of rehabilitation. <br />5) Legal and Fire - Legal and fire protection services are <br />provided by contracting individuals or agencies, with the <br />level of service and the expense for such service to the <br />City being determined by them. As a result of a number <br />of recent changes in state law as it relates to DWI <br />arrests and who, the City or County, is responsible for <br />prosecuting non -criminal cases, the City's legal service <br />costs will be increasing and will be an unpredictable <br />factor in the budgeting process. <br />6) Clerk -Administrator's Office - The position of Clerk - <br />Administrator is established by Section 6.01 of the Home <br />Rdle Charter with Section 6.03 outlining the duties of <br />the Clerk -Administrator. Basically, the duties of the <br />Clerk -Administrator and, as a result, the Clerk-Adminis <br />trator's Office can be summarized as follows: <br />a. All of the duties and responsibilities of a City <br />Clerk in a statutory city including the conduct of <br />elections, maintenance and all municipal records and <br />accounts, and issuance of all licenses and permits, <br />t. <br />except for building permits and contrator's licenses. <br />
