MEMO TO: Mounds View City <br />FROM: Bruce K. Anderson, <br />Parks, Recreation <br />DATE: November 19, 1984 <br />RE: Painting of City Hall <br />Staff forwarded letters to fourteen local painting firms in late <br />October requesting their firm to submit a proposal for the paint- <br />ing of the lower level of City Hall. Of the fourteen firms that <br />were contacted, four returned calls to the City of Mounds View, <br />with three firms actually touring the job site. <br />Unfortunately, we only received one formal bid proposal, which <br />was from Mr. Al Whiteford (see attached), in the amount of <br />$4,595.00. The bid proposal includes the painting of the men's <br />and women's bathrooms on the main level, the foyer, hallway, <br />stairways, handrails, lower bath, community room, lunch room and <br />the related miscellaneous doors and frames. In addition, we <br />requested the painters to submit a proposal for priming and tex- <br />turing the ceiling in the community room with an insulation <br />material to reduce the current noise levels. <br />Staff followed up the paint proposals with a phone call to each <br />of the firms that had returned calls to the City, and they each <br />indicated that they were not interested in bidding on the project <br />or could not meet the existing low bid of $4,595.00. Further- <br />more, staff has met with Mr. Whiteford, and he has indicated that <br />he would be able to paint the areas as outlined over Thanksgiving <br />weekend, which would be extremely convenient for the City as we <br />would not be around over the Thanksgiving holidays. <br />Staff's recommendation is to award the painting contract to Mr. <br />Whiteford in the amount of $4,595.00, based on his low bid as <br />well as his personal references that were very positive. <br />RECOMMENDATION: To award the painting of the lower level of City <br />Ha 1, main evel bathrooms, foyer, hallway, stairways and hand- <br />rails to Mr. Al Whiteford Painting and Decorating in the amount <br />of $4,595.00 with the painting to commence on Friday, November 23 <br />and to be completed by Monday, November 26, 1984. <br />BKA/sll <br />Attachment <br />
