January 9, 1985 <br />Page 3 of 6 <br />4. The storm storm sewer system must meet M.S,A. <br />requirements. In some cases, the existing storm sewer <br />must be upgraded. When existing storm sewer must be <br />improved, M.S.A. pays 50% - 100% of the cost. Therefore, <br />the City may be required to contribute up to 50% of the <br />cost of upgrading a storm sewer. Conversely, if the City <br />has a storm sewer that needs to be improved, and the sewer <br />is on a street that is designated M.S.A., the City can <br />usually receive at least a 50% grant from M.S.A. to <br />improve the storm sewer at the same time the street is <br />reconstructed, <br />III. AN ANALYSIS OF EXISTING AND POTENTIAL M.S.A. STREETS <br />The City's existing M.S.A. designated streets as well as the <br />streets that meet the criteria to become M.S.A. streets are <br />listed in Attachment #6. The streets satisfy the criteria <br />because they terminate at a state highway, county road or <br />another M.S.A. street; have higher traffic volume; connect <br />points of major traffic interest and provide an integrated <br />M.S.A. system. However, some of these streets cannot be built <br />to M.S.A. construction standards. <br />Streets #9 through 18 and streets #23, 24, and 25 are less <br />than 44 feet wide, which is the requirement for new <br />construction. Therefore, residents may complain about loss of <br />front lawns, trees and shrubs. <br />Part of street #7 (Quincy Street from County Road H-2 to <br />County Road I) is now designated M.S.A. and the City is <br />planning to reconstruct it to M.S.A. standards in 1985. It <br />terminates at Street #26 (County Road H-2 from Highway 10 to <br />Quincy Street) which is now designated M.S.A. and is a City <br />street (even though its name is County Road H-2). If the <br />M.S.A. designation for street #26 is removed, then street #7 <br />will no longer qualify as an M.S.A. street. Therefore, street <br />#26 should not be removed. <br />Streets #2 and #22 (Silver Lake Road and County Road I) are <br />county roads and I believe that the county should be <br />responsible for reconstruction. When and if County Road I is <br />ever upgraded, we may be able to use M.S.A. money for the City <br />contribution by changing the designation at that time. <br />Streets #4, 5, 27, 29 and part of 7 (Edgewood Drive from <br />County Road H to County Road H-2, County Road I from Silver <br />Lake Road to Highway 10, Mounds View Drive from County Road I <br />to Long Lake Road and Quincy Street from County Road I to <br />Hillview Road) have recently been reconstructed to M.S.A. <br />standards. If any of these streets are removed from the <br />system, the dollar penalty will be imposed on the City. <br />
