MEMO TO: MAYOR AND CITY COUN' L
FROM: CLERK-ADMINISTRATI
DATM; APRIL 10, 1985
SUBJECT: PUBLIC WORKS/PARKS MAINTENANCE REORGANIZATION
As you may know, the Parks Maintenance function of the
City's Public Works Department was separated from that
department and, along with two maintenance personnel,
assigned to the Parks, Recreation and Forestry Depart-
ment for a twelve month trial period. This reorganiza-
tion was undertaken for the following reasons:
1. As far back as memory and City records go,
the City's Parks Directors have voiced
dissatisfaction with the City's Parks
Maintenance function of not being under their
direct control as they did not feel Parks
Maintenance had an appropriately high enough
priority in relationship to other Public
Works activities. Also, the Parks Directors
objected to being responsible for budgeting
_ for Parks Maintenance and yet having no
control ovar the actual work.
Due to a certain amount of instability in the
leadership of the Public Works Department at
the time, it seemed appropriate to lessen the
negative impact resulting from that situation
by limiting the burden on the new leadership
thus allowing for a concentration of effort.
The !stipulated twelve-month trial period has expired and I
have reviewed the situation with both Parks and Recreation
Direotor Anderson and Public Works/Community Development
Dire,:tor Thatcher. It was their individual recommendation,
with which I concur, Parks Maintenance responsibilities be
retuned to the Public. Works Department, not as a result of
the failure of the current arrangement, but in the best
interest of the organization as a whole.
We reel that at this time the City's organizational
structure is such that we are more productive when combining
people in tasks than when individuals are too specialized in
their functions and that a continued decentralization of
Public Works and Parks Maintenance functions would be
detrimental to the efficient scheduling and use of man-
power and equipment.
