Thus it is reasonable to make improvements <br />in the Noise Area Classifications, add monitoring procedures, and <br />to add a standard that applies only to airports. <br />The following discussion addresses the specific provisions of <br />the proposed amendments. <br />Fart 7010.0010, Incorporation by Reference <br />This proposed rule incorporates the following three documents <br />by reference: <br />1. American National Standard Institute, Acoustical <br />Terminology, S1.1-1960 (R1976); <br />2. American National Standard Institute, <br />Specifications for Sound Level Meters, S1.4-1983; and <br />3. Sound Procedures for Measuring Highway Noise, Final <br />Report, FHWA-DP-45-1R (August, 1981). <br />The proposed rule also states where these documents are <br />available. <br />This proposed rule is required to be included in these rules <br />by Minn. Stat. 514.07, subd. 4 (1984), which sets forth specific <br />requirements in the event that an agency wishes to incorporate by <br />reference documents which are not listed in that statute. The <br />documents incorporated by this rule are referred to elsewhere in <br />the rules, in Part 7010.0060, relating to monitoring procedures. <br />Therefore it is reasonable to include in this rule those items <br />which are required by statute. <br />
