1985 LONG TERM FINANCIAL PLAN <br />Page Two <br />/� <br />2) Advisory Commissions - The City has a variety of active <br />advisory commissions including Planning, Charter, <br />Festivities, Civil Service, Parks and Recreation, Energy, <br />Lakeside Park, Safety and Cable T.V. which serve as <br />advisory bodies to the City Council and, when functioning <br />jointly with other political aubdivisiuns, Upeietw as an <br />administrative body reponsible to the City Council. An <br />example of the latter is the North Suburban Cable <br />Communications Commission, a consortium of 10 north <br />suburban Ramsey County municipalities established to <br />coordinate the franchising and oversee the operation of <br />Cable TV service in the 10 municipalities of which the <br />City is a member. <br />The Energy Council is a commission created by the City <br />Council in February of 1984 in response to the <br />designation of the City by the Governor as one of <br />thirteen energy conservation communities within the state <br />with the charge to promote and encourage energy <br />conservation and development of renewable energy <br />resources. In conjunction with the City of Blaine the <br />City has retained the services of an energy coordinator <br />to assist in the development and implementation of energy <br />conservation programs. The primary sources of funding <br />for the City's energy conservatioi program are the State <br />of Ainnesota through a grant funded by the Department of <br />Energy and Fconomic Development and Northern States Power <br />Company under the Cunser%ation Investment Program <br />mandated by the Public Service Commission of the State. <br />This funding is through December of 1985 and efforts are <br />presently bring made to identify otter funding sources to <br />continue the program into 1996. It is the intention of <br />the City tr, develop and implement the Energy Conservation <br />Program with minimal or no impz_t upo:) the City's annual <br />operating budget. <br />It is not anticipated that the activities of the City's <br />Commissions will significantly impact upon the annual <br />budget. Any budgeting increases are expected to result <br />from increases in general operating expenses such as an <br />,pdate Uf the City's Comprehensive Lard Use Plan proposed <br />to occur in 1986. <br />li Elections - Tl,n election activities of the City include <br />theme [enance of Voter Registration records, provision <br />and maintenance of voting and ballot counting equipment, <br />supplies and administrative services, including election <br />judges, necessary for the legal and efficient conduct of <br />elections. <br />
