Y <br />6.05 <br />(3) "Probationary employee" means one who has been <br />assigned to a full-time or part-time position, but who has not <br />completed the probationary period. <br />(4) "Temporary or seasonal employee' means one who has <br />been appo!nted for full-time or part-time on a temporary basis <br />for o period not to exceed six months. <br />(5) "Benefits" means vacations, sick leave, paid holi- <br />days, insurance, and any other benefits as approved by the <br />r. 4 1 <br />(6) "Fiscal year' is the period January 1 to Decemb?r 31 <br />inclusive. <br />(7) "Employee" means only an employee subject to the <br />terms of this chapter unless the context in which the word <br />appears requires a different meaning. <br />(8) "Appointing authority" shall mean the Council. <br />(9) "Work day' means the usual number of work hours an <br />employee wnrks per day. <br />(10) "Immediate family" means the following kin of either <br />the employee or the employee's spouse: children, stepchildren, ' <br />mother, father, sister, brother, grandparents, or minor for which <br />the employee is the legal guardian. <br />(11) "Exempt" means an employee or group of employees <br />determined to be exempt from the provisions of the Fair Labor <br />Standards Act. <br />(i2) "Non-exempt" means an em2l_yee or group of <br />employees determined to be covered by the provisions of the Fair <br />6.U5. APPOINTMENTS. All prouationary, temporary, ,And <br />regular appointments to municipal service s�iall be made by the <br />appointing authority. <br />o.06. APPOINTMENT PROCEDURE. All appointmenis in the <br />municipal service shall be made according to merit and fitness. <br />No person shall in any way be favored or discriminated against <br />because of race, creed, color, nation of origin, age sex, handi- <br />cap, political affiliations or beliefs. <br />Subdivision 1. by Examination. When required by law or <br />by the appointing authority, merit and fitness may be ascertained <br />by written, oral, or other examinations and shall relate to those <br />matters which will test fairly the capacity and fitness of the <br />candidate to discharge efficiently the duties of the position for <br />which such examinations are held. <br />
