6.08 <br />entitled to sick leave and vacation leave to be accrued from the <br />start of probationary employment. Group health and welfare bene- <br />fits shall start the tirst day of the month following appoint- <br />rnenr; however, any waiting periods shall be according to the <br />terms of the group health policy. <br />6.09. PROMOTIONS. It is the policy of the Municipality <br />to fill vacancies in municipal service by promotion of regular <br />municipal employees when possible. In case of equal qualifica- <br />tions, consideration will be given to the length of service. <br />6.10. GRIEVANCE POLICY. It is the policy of the Munici- <br />pality insofar as possible to prevent occurrence of grievances <br />and to deal prumytly with those which occur. The following shall <br />be the Grievance Policy of the Municipality: <br />(1) Non -Union Employees - The following steps shall <br />regulate the grievance procedure for non -union employees: <br />Step I - Should an employee wish to file a grievance, said <br />grievance shall be filed in writing within 10 working days <br />of the occurrence of the grieved issue with the employee's <br />department head. <br />Step 2 - The grieving employee's department head shall <br />imm.diately consider and examine the causes of the <br />grievance and attempt to resilve it to the extent he <br />possesses authority within five ten working days of <br />receipt of the grievance. <br />Step 3 - I: the grievance is not satisfactorily dealt with <br />at the Department level it can be appealed within f4we <br />ten working days to the Clerk-Adminrscrator. <br />otep 4 - Upcn receipt of the grievance appeal the Clerk <br />Administrdtct shall review the gtteva:rce and respond <br />within -f*we ten wockinq d,,ys. <br />Step 5 - if the grievance is not satisfactorily dealt with <br />at the Clerk -Administrator level m patio on for the City <br />Ccurcil to hear the grievance must be filed within ftwe <br />ten working days with the :lerk-Administrator who will <br />then place ii on the next available City Council Agenda. <br />(2) Union Employees - To the extent permitted by a nego- <br />tiated agreement, Union employees shall be allowed to pursue the <br />grievance policy set forth herein to the Clerk -Administrator <br />level. <br />(3) Any time limits may be extended by mutual agreement <br />between the employee and Clerk -Administrator. <br />
