6. 11 <br />6.11. PAYMENT UPON TERMINATION OF SERVICE. No employee <br />who terminates or whose service is terminated for any reason <br />shall receive final payment due him until it is ascertained that <br />the employee has no debts owed to the Municipality. <br />6.12. LAY-OFFS. The appointing authority may lay off any <br />employee whenever such action is made necessary by reason, of <br />shortage of work or funds, the abolition of a position or because <br />of changes in organization, provided, however, that two week <br />advance written notice shall be given. No permanent employee <br />shall be laid off whil? there are temporary, provisional or pro- <br />bationary employees serving in the same class of positions for <br />which the permanent employee is qualified, eligible, and avail- <br />able.
