-z- <br />CURRENT PARK <br />DEFICIENCIES staff reviewed the parks and open space mas- <br />ter plan which addressed the current diffi- <br />ciencies within the City's park system. <br />There were three major areas that staff dis- <br />cussed; <br />Upgradinq of Silver View Park which cur- <br />rently serves as our City's main communi- <br />ty center including paving of the parking <br />lot to reduce vandalism as well as re- <br />solve the current drainage problems and <br />lighting of the two softball fields and <br />soccer/football fields. Staff stated <br />that we also need to install an irriga- <br />tion system and generally improve the <br />maintenance to accomodate handle the <br />volume at Silver View Park. <br />1. The City recently constructed ttS tirst <br />two tennis courts at Greenfield Park, and <br />staff feels that two additional tennis <br />courts are necessary at Groveland Park. <br />3. The City currently has eight neighborhood <br />8cko-d si„e . f the sites have play- <br />, .. <br />ground equipment that is a minimum of ten <br />years old and currently in need of repair <br />and/or replacement. <br />In addition to these three major areas, staff <br />indicated that our park maintenance is aur- <br />rentiv extremely deficient and referred back <br />to a survey with neifhboring communities com- <br />paring park mainteni^ce expenditure on a per <br />capita basis. The park deficiencies as out- <br />lined by staff were basically agreed upon by <br />the park fundinq alternatives task force and <br />the need for upgrading of Silver View Park <br />was s[ronyK_iy �...,,,.:.,.-.,td Ly •..- ,. .._,.••• <br />active participant in the adult softball�pre- <br />gram. <br />PAST PARK REFERENDUMS Staff indicated that two referendums had <br />occurred within the 'ast five years. The <br />last being on August 18, 1980, Both of which <br />failed by a 5 percent margin. <br />Staff indicated that he felt the referendums <br />were not successful due to an issue of tim- <br />ing; i.e., the school referendums and general <br />presidential election. <br />J <br />
