�^ 7r:: Mayor and f'ounci 1 ,1y <br />FROM: Finance Di rector-Treasorer Hrager <br />DATE: January 16, 1986 \\ <br />RF: CONSIDU RATION OF 'IHE HIRING OF A HILL -TIME: ACCOUNTING <br />CLERK <br />Consideration of the hiring of a full-time accounting clerk <br />was first discussed during the Council Goal Setting Session in <br />the Spring of 1985. At that time the hirirg of a full-time <br />accounting clerk was made Gcal No. 13 of 24 Council Goals. <br />Other finance oriented finals were established in reliance upon <br />the hirtnu of a full-time accnunl iinl ..leek. Thoio include <br />Goal No. 15 An Equipment Replacement Program and Goal No. 17 A <br />Fixed Asset Study leading to an inventory of the City's Fixed <br />Assets an,, an implementation of a fixed ascot accnuntinq <br />system. Another item which w.i:: dl'icus:i.•d w.n: th.• t'rty's <br />applying for a Certificate of Excellence in Financial <br />Reporting after the fixed asset accounting system was <br />implemented. This is an award (liven by the Government Finance <br />Officers Association of the United States and Cacada in <br />recognition of a City's conformance to generally accepted <br />accounting principles and standards as promulgated by the <br />Government Finance Officers Association and the American <br />Institute of Certified Public Accountants. <br />Subsequently the accountant's position was included in the <br />staffinq requests, which were included in the adopted 1985 Long <br />Term Financial Plan. 'The Accounting Clerk's position was <br />approved and is included in the City's 1986 Budget. For <br />budget purposes the Accounting Clerk's salary was estimated <br />not to exceed $15,600 on an annual nasis. This salary ('as <br />divided equally between the General Fund and the Iltility <br />Funds. <br />At the last Agenda Session Mayor linke requested a position <br />description. Our Finance Department staff has prepared a <br />position description and it is attached :o, your <br />consideration. Also attached !+lease find a copy of the <br />Staffinq Request v.hich was prepared for both the Long Term <br />Financial Plan and the 1986 Budget giving rationale for the <br />position. Also attached is a copy of the memorandum which <br />discussed the Accounting Clerk's position along with other <br />Finance Department goals which was submitted to you prior to <br />your Goal Setting Session in tho Spring of 1985. <br />you will note from a review of the position description that <br />the full-time accounting Clerk's duties include duties <br />presently being performed by the part-time accounting clerk as <br />well as additional duties which are not presently being <br />performed by the part-time accounting clerk.
