' MEMO TO: MAYOR AND CITY COUN <br />FROM: CLERK-ADMINISTRATO <br />DATE: MARCH 11, 1986 <br />SUBJECT: UNIFORM ALLOWANCE FOR NON -UNION POLICE OFFICERS <br />As pointed out in an earlier memorandum to you outlining the <br />tentative agreement between Teamsters Local 320 and the <br />City, the. City provi,:es a $300.00 por year unifnrm allowance <br />for all unionized members of the city's pokce department. <br />Past practice has been to also allow such a uniform <br />allowance for uniformed members of the department not being <br />members of the harqaininq unit and until recently also for <br />non -uniformed members. As a result of the provision:: of the <br />Fair Labor Standards Act the practice of making cash <br />payments to non -uniformed and nor -unionized members of the <br />police department was discontinued due to the impacts it <br />would have upon overtime compensation being paid to these <br />individuals. Also, it strikes me as being unreasonable for <br />the City to he paying uniform allowances to individuals <br />wearing street clothes as their normal uniform of the day. <br />At this time, Staff is requesting Council direction with <br />respect to establishing a policy for the payment of a <br />uniform allowance to non -unionized members of the police <br />department excluding clerical staff. It is my <br />recommendation that Council consider establishing a policy <br />that would provide for a $300.00 per year cash payment to <br />all uniformed members of the department who are not <br />unionized consistent with the allowance paid to unionized <br />and uniformed members of the department. With respect to <br />non -uniformed members, Staff would recommend that payment be <br />made on a voucher basis only when those individuals purchase <br />uniform or equipment considered to be acceptable items as <br />established by police department policy. <br />Staff would appreciate Council direction in this matter. <br />DFP/miS <br />
