-2- <br />d. tinder goal 016, the youth center, as I stated in my <br />November 8 memo, I'm still not sure what the Council's <br />teeling is on this specific goal, and possibly we need to <br />establish a task force, or get a Clearer direction from <br />the City Council. <br />Lastly, I totally understand and concur with your position to <br />have the Council draft the, goals so that they have greater owner- <br />ship i•i that process, I think it's an interestino management <br />technique. But, unfortunately during the process, the department <br />heads have been left out of it, and I personally don't feel com- <br />mitted, or totally understand the goals as they currently have <br />been adopted.
