The purposes for the proposed joint powers agreement (copy C attached) are to: 1. Insure commitment by both the school district and the City of Mounds View to jointly schedule the use of and to maintain the outside facilities. 2. Insure that yearly maintenance agreements are developed and agreed to by both parties. 3. Insure that should either party not meet its agreements there are specific steps to be taken to review the reasons and to keep communica- tions open between the two administrations and the School Board and the City Council. 4. To set key check point dates for reaching agreements and for verifying the functioning levels of communications. The Mounds View Schools Outside Facilities Maintenance Standards (copy D at- tached) were developed by the Park and Recreation Directors from the cities of New Brighton, Shoreview, Arden Hills, Mounds View; John Ostlund, Coordinator of Community Education; Mounds View School District staff members, Robert Chatfield, Coordinator of Operations; and Alex Gadacz, Supervisor of Maintenance and Grounds; George Christenson, Director of Community Education, Planning, Research and Re- porting Services; and have been reviewed by the assistant principals of the four middle schools. These standards are the basis for the setting of the maintenance agreements. The maintenance agreement (a copy of a partially completed form is attached - copy E) becomes the statement in writing as what each of the parties will do dur- ing a stated year. Based on the experience of both parties plus any new informa- tion, a new agreement would be developed by March 15 for the coming year. A pos- sibiiityis to have the agreements gradually cover a two (2) or three (3)year period. In order to have this previously stated system work, the Edgewood Outside Facili- ties have to continue to be upgraded according to the plans developed by Bruce Anderson, the teachers, coaches and administration of Edgewood Junior High School and school district central office staff and administrators. A copy of the plan is attached. (copy F) A description of the "Outside Facilities - Capital Outlay Project Update, February 11, 1980... for Edgewood" is attached. (copy G) This describes which has been completed and what remains to be done. The actual costs and estimates for future work are also described in this report. We are looking forward to the meetings with the Park and Recreation Commission and the City Council where we will have the opportunity to discuss the proposal and plans in detail, and hopefully continue the mutually advantageous, formal joint powers relationships.
