He is directly involved in a broad range <br />of services including comprehensive plann.ng, CHD development, parking and traffic <br />analysis, economic feasibility and land -use regulation. <br />Prior to joining RCM, Mr. Glaves served for three years as Development Coordinator for <br />Iowa City, IA, with management responsibilities in acquisition, relocation, land marketing, <br />and public project construction activities. He also was responsible for planning and policy <br />review, capital improvement programs and economic development programs. Major projects <br />included a two-phase pedestrian plaza program, two parking structures, and pr°:ate <br />development on fourteen parcels. <br />In 1974 Mr. Glaves was Associate Planner on the staff of the Steele-Traill Joint County <br />Planning Commission (North Dakota) where he was involved in land use planning and plan <br />implementation and in providing technical assistance to municipalities. Earlier, he was with <br />North Dakota's Office for Economic Opportunity as a planning assistant to small <br />municipalities, providing grant application aid, site evaluation, technical writing, and land <br />use planning and regulation programs. <br />
