C <br />C <br />REQUEST FOR PROPOSAL <br />I. PURPOSE <br />'Die purpose of this Request for Proposal is to establish two pilot projects <br />for the provislnn of community Integrated services for residents with mental <br />retardation roving out of regional centers. <br />These projects shall be designed to: <br />A. Provide Persons from regional centers with individually developed ser- <br />vices in their home communities. <br />B. Provide services Chat. are dispersed and integrated in local com- <br />munities. <br />C. Develop service building capacities in local communities. <br />D. Ilse regional. centers employees in service development and delivery. <br />F. Develop replicnble public service models which can be used statewide. <br />II. AUTUORITY <br />The authority for this Request for Proposal is Special Session Laws of <br />Minnesota for 1985, Cliapter 9, Article 1, subdivision b, which states the <br />following,: "Within the limits of available appropriations, the commissioner <br />may establish pilot projects to demonstrate the feasibility of state - <br />operated, community -based services for state hospital residents." <br />111. FUNDING <br />Federal home and community -based waiver conversions and special project <br />dollars will fund the operating costs of services established by this pro- <br />ject. (See M1nnesotn Rules, parts 9525.1800 to 9525.1930). Regional cen- <br />ters will be expected to show funding sources of start-up costs. <br />Iv. APPLU:ATiOF PFOCESS <br />only regional centers may apply directly to the conmissioner for project <br />funding. Regtonnl centers miy provide services directly, or contract for <br />the prnvl.sion of services with approved vendors. An example of using an <br />approved vendor would he it regional center contracting, with a county or a <br />private provider to develop a public service system using regional center <br />employees. <br />proposals rmist cover the time interval from April 1, 1986 to June 30, 1987. <br />Each proposal must project services for 20 persons currently receiving ser- <br />vices in regional renters. Projects may expand based on availability of <br />walvered service slots. <br />
