-4- <br />I. Family involvement will he actively promoted in service. delivery. <br />Since families have an interest, concern, and responsibilities regard- <br />ing a family member's well-being and are an important part of the per- ^ <br />son's life, family involvement in service delivery is important. <br />J. All services will be provided off regional center grounds in community <br />settings. This means that ordinary housing and the community pharmacy, <br />dentist, doctor, church, recreational facilities, etc., would he used <br />to provide an array of services to the individual whenever possible. <br />Contracting with regional centers may take place for support, mainten- <br />ance, specialized or professional services not available in the commun- <br />ity, or to take advantage of economies by using state. employees. <br />Contracts most he in place to purchase services from the regional <br />center. .Shared service a;reements or interagency agreements may be <br />used where appropriate. <br />K. Proposals should stress ways in which public employees will enhance and <br />Increase community service building capacity. Proposals that would <br />involve contracting with county or private providers must guarantee <br />that regional center employees be used in the development of services <br />and will deliver Lhe services. <br />L. There will be a zero return of reeidents to the regional center. Prepo- <br />pals rill be given preference that provide safeguards to prevent state <br />rehospitalization or care in other institutional settings (e.g., com- <br />munity hospital, correctional facility, etc.). These safeguards shall <br />be built into the service delivery system. Examples of safeguards are: <br />back-up residences in the community that are available 24 hours a day <br />for emergencies or c_isis, beepers for the project director, and other <br />staff, etc. <br />C1I <br />M. Those proposals that have the support of the following shall be viewed <br />more favorably: <br />1. County support <br />2. Parent grouna <br />3. Employee unions <br />4. Legislators and other political leaders <br />5. Advocacy groups <br />G. Community leaders <br />7. Community agencies such as schools, DACs, etc. <br />This support can be shown by including letters of support with the <br />proposal. <br />N. Since ona of the funding sources for this project is the federal home <br />and community -based services program (see attached Minnesota Rules, <br />parts 9525.1E00 to 9525.1930), the project must comply with service <br />standnrds set by that program. <br />
