MINNESOTA 55113 • (612)646.8172 DATE: April 3, 1989 TO: Jerry Skelly p FROM: Sootsie Anderson RE: Access Transfer of Responsibility On December 18, 1987 NCTV presented cable administrators with an offer to transfer all Access equipment and staff. That offer would discontinue the current required level of financial support, as required by the franchise and replace it with a 45c per subscriber annual support dollars. This comes to about $95,000.00 a ,year versus 04 required support amount s- per the franchise, of approximately S822,000.00 in 1989. In January through June 1988 the cable commission worked to develop an outline of how the North Suburban Access structure should work for the benefit of area residents. That report, a New Structure for Community Television in the North Suburbs, was issued to the cities in August of 1988. Early in the month of November the commission engaged the services of Communication. Technologies, Inc. to perform an inventory of the quantity and physical condition of the public access equipment housed at the Roseville studio and the Edgewood Community Center studio. This aduit produced a concise, item by item evaluation of its current condition, anticipated replacement time and ..oRt. The information gained from chls report will aid in the inevitable replacement schedule and design of new equipment. As a result of these reports, the commission retained George M. Hansen Co., P.A. I to audit the financial records of NCTV to better understand if NCTV was under some sort of financial pressure that would force it to ask for a modification of its financial obligations to support community television.
