L 13 <br />MEMO TO: Mayor and City Council <br />FROM: Public Works Foreman Ulrich <br />DATE: August 2, 1989 <br />SUBJECT: DECLARATION OF EQUIPMENT TO SURPLUS STATUS <br />The following equipment is no longer needed by the City due to <br />new practices and procedures, and because some of the equipment <br />is beyond repair. <br />The first item is a six foot, front mounted blower that was once <br />installed on the John Deere Tractor and used to clean hockey <br />rinks, sidewalks and pathways (the snow was too deep to plow <br />through with a truck). We have installed a seven foot broom on <br />our John Deere tractor to sweep sidewalks and hockey rinks; and <br />we have purchased a new Howard Price which is outfitted with a <br />blower; therefore, we no longer have a need for this blower for <br />the John Deere tractor. <br />The second item is a six foot, rear mounted, PTO driven Groomsman <br />rotary mower. Since I have been here, this piece of equipment <br />has never been utilized. I do not know what it was used for in <br />the past, possibly when the two smaller mowers could not keep up <br />during heavy growing periosd this mower was mounted to mow open <br />spaces. It is no longer utilized. <br />The third item is a Mott flail mower which also has not been used <br />in 2 to 3 years. This particular flail mower is an old, outdated <br />model and needs repairs; new knives, bearings, etc. Our <br />mechanic, Dick Schmidlin, determined that the mower has a bent <br />center shaft which causes a very harsh vibration at operating <br />speed. I feel that if we were to mow any rough -cutting areas <br />(such as boulevards, ditches surrounding parks, etc.) that would <br />be cut once or twice a year, we should purchase a new mower which <br />will cut faster, easier, require less maintenance, and cut to the <br />side similar to a sickle -type mower. By purchasing this type of <br />equipment, there is no need to actually drive through areas where <br />you will be cutting. You will cut the area first and drive over <br />it, therefore, minimizing any chance of hitting obstructions or <br />creating unsafe conditions for the operators. <br />RECOMMENDATION: Staff recommends that the above three pieces of <br />equipment be declared surplus and that Staff seek bids on all <br />pieces, awarding each to the highest bidder. I also recommend <br />that the monies received be put back into the vehicle and <br />equipment replacement schedule. <br />MU/BAC <br />
