Organized collection is seen as a <br />means of meeting all of the State mandates and <br />providing more efficient and cost effective <br />refuse collection to the City's residents. The <br />City Council will be considering thf <br />report in the Fall of 1989 with potential <br />imple- <br />mentation in 1990.9 <br />Advisory Commissions - The City's active advisory <br />commissions include Planning, Charter, Civil <br />Service, Environmental Quality Task Force, and <br />Parks and Recreation which serve as advisory <br />bodies to the City Council and, when functioning <br />jointly with other political subdivisions, <br />operate as an administrative body responsible to <br />the City Council. An example of the latter is <br />the North Suburban Cable Communications <br />Commission, a consortium of 10 north suburban <br />Ramsey County municipalities established to <br />coord'_nate the franchising and oversee the <br />operation of Cable TV service in the 10 munici- <br />palities of which the City is a member. <br />It is not anticipated that the activities of the <br />City's Commissions will significantly <br />impact <br />upon <br />increases the annual budget.
